Who We Are
ICanConnect Virginia, is the National Deaf-Blind Equipment Distribution Program that provides no cost communications technology - along with installation, training and support - to low-income, deaf-blind Virginia residents. Through this program, participants receive special equipment to help them make a phone call, send an e-mail, access the Internet and stay connected in today's world. ICanConnect is administered by the Virginia Department for the Blind and Vision Impaired.
To qualify for the program you must submit an application and meet eligibility requirements.
An individual must meet all of the following criteria:
- Be a Virginia resident;
- Have combined vision and hearing loss;
- Be considered "deaf-blind" as defined by the Helen Keller National Center Act;
- Provide verification from a practicing professional that you are deaf-blind;
- Have an income that does not exceed 400 percent of the Federal Poverty Guidelines (FPG). Call for more details.
