Who We Are

Montgomery County Department of Social Services can determine Cardinal Care Medicaid eligibility.  Cardinal Care Medicaid is a federally funded medical care program for Virginia individuals who are elderly, blind, disabled, dependent children, and pregnant women. The program offers medical coverage for doctor visits, emergency room visits, hospitalization, prescriptions, medical supplies and equipment, nursing home costs, and home health care. The level and scope of coverage vary.

To be eligible, individuals must meet income and resource requirements. Supplemental Security Income recipients are generally eligible for full coverage. Aged, blind and disabled individuals with incomes less than 80 percent of the federal poverty level may also be eligible for full coverage. 



Our mission is to assist families and individuals to achieve social and economic security and self-determination. The Department encourages and provides for participation in our programs, not as an end, but as a means to empower families and individuals to attain self-sufficiency and independence. In cases where client or community limitations preclude independence, the Department"s goal is to focus on those services which families and individuals cannot better provide for themselves and to do so in the least intrusive manner.
