Who We Are

Norfolk Department of Human Services can determine Cardinal Care Medicaid eligibility.  Cardinal Care Medicaid is the federally funded medical care program for Virginia individuals who are elderly, blind, disabled, dependent children, and pregnant women. The program offers medical coverage for doctor visits, emergency room visits, hospitalization, prescriptions, medical supplies and equipment, nursing home costs, and home health care. The level and scope of coverage vary.

To be eligible, individuals must meet income and resource requirements. Supplemental Security Income recipients are generally eligible for full coverage.
