Housing Choice and Project Based Voucher Program

Harrisonburg Redevelopment & Housing Authority provides housing voucher programs for eligible individuals.  The Project-Based Voucher Program (PBVP) applies to Franklin Heights.

Franklin Heights observes guidelines of PBVP.  Elderly, handicapped or those with proper documentation may be exempt from all qualifications. Some guidelines are:

• Applicant/tenant must maintain employment;
• Applicant/tenant is required to have a savings account or open one;
• Applicant/tenant is required to meet with the FSS coordinator to set goals;
• Applicant/tenant must pay housing payment in a timely manner;

Section 8 Rental Vouchers and Certificates are rental assistance programs where the Authority pays the difference between 30% of the tenant's adjusted monthly income and the fair market rent to a private landlord on behalf of such tenant.  This is a HUD program. Eligibility requirements include families or elderly individuals with income below 50% of the area median income.
