Community Services Boards

A Community Services Board, also known as a Behavioral Health Authority in some communities (CSB/BHA), is a local provider of supports to individuals with mental health challenges, substance use disorders and intellectual disability (ID) and/or developmental disability (DD). CSBs/BHAs provide support coordination/case management for individuals who wish to transition from an institution to the community with Community Living (CL), the Family and Individual Support (FIS), and the Building Independence (BI) Waivers.

Department of Behavioral Health and Developmental Services

Referred to as DBHDS, Virginia's public mental health, developmental disability and substance abuse services system is comprised of 16 state facilities and 40 locally-run Community Services Boards (CSBs)/Behavioral Health Authorities(BHAs). The CSB/BHAs and facilities serve children and adults who have or who are at risk of mental illness, serious emotional disturbance, developmental disabilities, or substance use disorders. The state office is responsible for internal support functions.
